This error message is generated when the folder or files in the folder are locked because they are being used by Windows or another program running in Windows. To successfully delete this file, try following the steps.
Click Change Permissions. Add the user that you want by clicking add and writing in the username 6. Now on the permission list, you will see Delete and Delete Subfolder and Files. Just mark those as deny and the user will not be able to delete anything. They will be able to modify, create etc. Since these files are stored as ZIP archives, you can also open an IPSW file using a file zip/unzip tool, the free 7-Zip being one example. This lets you see the different DMG files that make up the IPSW file, but you can't apply the software update to your Apple device this way — iTunes still needs to use the IPSW file. It is better to use a separate disk image for transferring files, since using a disk image with both Mini vMac and other software, which usually seem to have slightly different ideas of the disk image format, tends to eventually lead to corruption of the disk image. You should periodically delete your transfer disk image file and get a new one.
Tip
Try waiting a few moments and then deleting the file again. Although it isn't typical, sometimes a program may have been using a file that has had an issue, which makes it slower to close. In this instance, the program may still be using the file you're attempting to delete, which generates this error message.
Using Windows Resource Monitor

In the window that appears, click the CPUtab.
